Premier League chief executive Richard Masters has emphasized the importance of clubs adhering to transfer rules, particularly in light of Chelsea's recent transfer activities.
The Premier League chief highlighted the spending limits that all clubs must comply with and responded to reporters' inquiries about Chelsea's nine summer signings.
Chelsea's latest acquisitions include several promising young players, such as Omari Kellyman (18), Aaron Anselmino (19), Renato Veiga (20), Caleb Wiley (19), Marc Guiu (18), and Estevao Willian (17).
Additionally, the club secured the services of Tosin Adarabioyo on a free transfer from Fulham and signed Kiernan Dewsbury-Hall from Leicester City.
Also, Danish goalkeeper Filip Jorgensen has bolstered the club's goalkeeping department, and a deal for Pedro Neto has been finalized for around £54 million.
In reaction to this, Masters clarified the league's regulations, stating that clubs must finalize their squads by matchday four, with a limit of 25 players, including at least eight homegrown players.
Highlighting Chelsea's current squad list of 28 players over 21, Masters stressed the clubs' responsibility to manage their squads and finances. He emphasized that the league would enforce rules if necessary.
"Everyone knows the rules. By match round four, you have to complete your squad - you've got 25 players, eight have to be homegrown, there's a limitation on the number of loans, and under-21s are outside of that 25," Masters said.
"As I understand it, Chelsea has 28 players over 21 currently on their squad list and there are two weeks of the window to go.
"All the clubs understand how the financial rules work, and the responsibility lies with them to manage their own squads and finances. The league has to enforce rules if necessary."
