Last summer Chelsea, under the leadership of Todd Boehly, spent in excess of a staggering £1 billion in new player addition, and the American has not seem to backing down any time soon.
Josh Hart's appeal comes on the back of Chelsea agreeing a £54 million deal to sign Wolverhampton Wanderers attacker Pedro Neto, adding to their already extensive summer spending.
