Following a goal by Jamiro Monteiro to put the islands up, Ghana had a goal disallowed for offside just before the interval.
Though Rodrigues scored the winning goal after Richard Ofori made two crucial stops, Alexander Djiku did equalize with a diving header.
In Group B, Cape Verde now leads by two points following Egypt's 2-2 draw with Mozambique earlier on Sunday.

In Nigeria's opening 2023 Africa Cup of Nations match against Equatorial Guinea, Victor Osimhen's fast equalizer prevented a shocking loss.
Immediately following Iban Salvador's opening goal for the underdogs, Osimhen pulled Nigeria back with a header.
Osimhen missed a late chance, but Jesus Owono made multiple stops in the second half to keep the Super Eagles at bay.
