Manchester City owner, Sheikh Mansour, has issued a "mandate" to sign Kylian Mbappe from Paris Saint-Germain "at any cost", SportsMail reports.
Mansour wants Mbappe to join the Premier League champions as early as January.
The France forward, who has one year left on his current deal, almost moved to Real Madrid this summer.
Madrid failed with two bids for the 22-year-old before the summer transfer window closed on August 31.
PSG stand to lose Mbappe who they signed on a permanent basis for £166m in 2018 for nothing next summer.
However, City might be willing to stump up a fee during the winter transfer market.
Guardiola wanted to bring in Tottenham striker, Harry Kane this summer, but the club was not ready to meet Spurs' £150m asking price for the England captain.
