Chelsea manager, Frank Lampard, has blocked Tiemoue Bakayoko's exit, RMC Sport reports.
Bakayoko would like to return to Monaco, but the Blues do not believe the Ligue 1 side's offer of a loan, is good enough to sanction the deal.
The French midfielder won the league with Monaco and battled to the semi-finals of the Champions League before leaving for Stamford Bridge, but his time in London has not gone well.
Bakayoko, who cost Chelsea £40million, played just 185 minutes in Chelsea's pre-season programme and Lampard is looking for a way to offload the 24-year-old.
If Monaco are unable to do a deal for him, it is understood that will turn their attention to Southampton's Mario Lemina.
