Chelsea could be banned from the transfer market for two year, which FIFA investigating their dealings involving "over 100 young players".
Officers from FIFA's Integrity and Compliance unit, have spent over three years delving into these cases.
According to French online news site Mediapart, the unit recommends Chelsea are punished with a fine of £45,000 and an embargo on all signings to cover a total of four transfer windows.
The unit have delved not only into how players are transferred, but how they are being registered at the club's academy.
The disciplinary committee is now closing in on its decision, which means the Stamford Bridge club will find out soon whether they will face any financial sanctions or a ban from the transfer market.
