Chelsea winger Eden Hazard helped his nation Belgium to reach the semifinal of the 2018 World Cup, but he was also snubbed.
Other notable names not to be included are Luis Suarez, Paul Pogba, Antoine Griezmann and England captain Harry Kane.
Four Premier League players made the team of the year and they are David De Gea, N'Golo Kante, Kevin De Bruyne and Virgil Dijk.
Real Madrid also have four of their players in the team and they are captain Sergio Ramos, Luka Modric, Marcelo and Raphael Varane.
Portugal international Cristiano Ronaldo, Barcelona star Lionel Messi and Frenchman Kylian Mbappe also made the team of the year.
