Jorginho agreed to join Manchester City in the summer but ultimately signed for Chelsea because City failed to sanction a deal with Napoli, his agent has confirmed.
Pep Guardiola was looking to bolster his options in midfield and had hoped to sign the Italy international after he impressed for Serie A outfit Napoli.
Jorginho's agent says an agreement was reached between Jorginho and Manchester City, but that failing to strike a deal with Napoli held his move up.
That allowed Chelsea to swoop in and the Blues signed Jorginho as one of Maurizio Sarri's four summer signings.
'It was all done with Jorginho,' agent Joao Santos told Radio Kiss Kiss Napoli.
'There was an agreement, but there was no agreement between the clubs. All parties have to agree, and one did not.
'Then Chelsea asked what the situation was after Sarri arrived and Jorginho went to London.
'He's really enjoying it at Chelsea, the team is on a roll and has won four matches out of four. It's a great start.
'Going to Chelsea was a unique opportunity, the career of a player is very short and now we hope for the best.'
Jorginho has made a fine start to his career at Stamford Bridge, featuring in all four of Chelsea's Premier League victories so far this season.
The 26-year-old opened his account for his new club in the 3-0 opening-day win at Huddersfield Town.
Despite maintaining a perfect start to the season ahead of the international break, Sarri insists Chelsea can still improve.
'I'm very happy with 12 points in four matches. But I always think we can do more. We can improve,' said the former Napoli boss.
'I think now for us it's better to think of the next match. Because the gap [to Manchester City] at the beginning was 30 points.
'I think it's very difficult to cover this gap in only one season.'
Chelsea welcome Cardiff City to Stamford Bridge when the Premier League resumes on September 25.
